Town of Acushnet Invitation To Bid. Hot Mix Road Paving Construction and Materials
The Town of Acushnet is seeking sealed bids for the purpose of supplying and delivering the following items: Hot Mix Asphalt Paving and related work as required for the paving needs in the Town of Acushnet.
Locations:
• Budano Drive (3,080SY), from N. Anthony Drive (including East Budano Drive) to Middle Road.
• Coury Drive (3,200SY), from terminus to Middle Road.
• North Anthony Drive (980SY), from Coury Drive to Budano Road.
• Henrietta Drive (135SY), from Budano Drive 35 feet North on Henrietta Drive
• Middle Road (3,700SY), from Mill Road to Darling Street
• Wilbur Ave (275SY), from 35 feet West up Wilbur Avenue
• Myrtle Ave (275SY), from 35 feet West up Myrtle Avenue
All work must be completed on the above listed projects by December 1, 2023.
Specifications and bid forms may be obtained from the Department of Public Works’ office on September 25, 2023 at 130 Main Street, Acushnet, MA. The Office is open between the hours of 8:00 AM and 4:00 PM, Monday through Friday. Sealed bids should be returned in person or by mail to the Board of Selectmen’s office at 122 Main Street, Acushnet, MA between the hours of 8:00 AM and 4:00 PM, Monday through Friday. FAX bids will not be accepted. All bids must be received by the bid opening date of 11:00 AM on October 16, 2023. All bids will be publicly opened and read at the Board of Selectmen’s office at 122 Main Street, Acushnet, MA on October 16, 2023.
Contractors intending to bid must first obtain “Request for Proposal” forms from the Contract Engineer, Massachusetts Department of Public Works, 10 Park Plaza, Boston, MA in order to determine contractor’s pre-qualification. On approval, and with the submission of approval forms to the Town, the prospective bidder may request an Official Bid Document from the Town of Acushnet.
Each bidder will be bound by the conditions and specifications as set forth herein. Attention is called to prevailing wage rates to be paid on the work as determined by the Commission of Labor and Industries under the provisions of Massachusetts General Laws, Chapter 149. All bids will meet the Massachusetts Highway Department Standards for Highways and Bridges. A 5 % bid deposit, for the value of the bid, shall accompany every bid. Attention is called to ADA compliance as applicable.
Successful bidders must submit a Certificate of Insurance for General Liability, Automotive Liability, Excess Liability, and Workers’ Compensation Liability.
The initial contract term is for one year. Awarding Authority reserves the right to extend the contract for two (2) additional 12 month options. Valuation for purposes of MassDOT Prequalification is based on first year times three (3) to arrive at an estimated total Prequal. contract value. Contractors who are not prequalified to provide the services listed for the total Prequal. contract value, but meet the single year waiver threshold, without documented poor performance issues, and want to bid, should submit a waiver request at least 2 weeks prior to the bid opening to allow for time to appeal in the event that a waiver is not granted. The estimated value provided in this Invitation to Bid is for one year. Vendors are expected to be able to provide their services over three (3) years at three (3) times the initial estimated value.
FOR PROJECTS FUNDED WITH CHAPTER 90 FUNDS:
Due to the uncertainty of liquid asphalt, Portland cement, diesel fuel, gasoline, structural steel and reinforcing steel prices, and in accordance with the requirements of Chapter 303 of the acts of 2008, Mass. Highway uses special provisions on selected projects to make contract adjustments to account for the prices in effect at the time the work is performed.
When the town schedules their work, they will need to check the Period Price for that month to get an accurate assessment of their total project cost. Contractors will be required to notify the town either with certified invoices or other confirmation that the price for the commodity varies more than 5% from the base price. Prices may also decrease based on a lower price.
All contract price adjustments must be included in each invoice.
The Town of Acushnet reserves the right to accept or reject any or all bids, to waive any informality, to divide the award or to accept any bid or part thereof, which is deemed to be in the best interests of the Town of Acushnet.
The awarding authority for the Town of Acushnet is the Board of Selectmen. FY2024 Prevailing Wage rates are available, at no cost, from this office by request.
