CONTRACTOR PREQUALIFICATION
FAIRHAVEN WATER POLLUTION CONTROL FACILITY UPGRADES PROJECT
Statement of Qualifications (SOQ) Forms for General Contractor and Subcontractor Prequalification for the Fairhaven, MA Water Pollution Control Facility (WPCF) Upgrades Project in Fairhaven, Massachusetts will be received at the Town of Fairhaven Public Works Department, 5 Arsene Street, Fairhaven, Massachusetts until 2:00 p.m., local time, on March 29, 2023, at which time all SOQs will be privately opened. The Statement of Qualifications will not be opened publicly.
This Request for Qualifications (RFQ) is the first step of a two-phase bidding process as required by M.G.L. Chapter 149, Section 44D½ and Section 44D¾ for building contracts estimated to cost $10 million or more. The estimated construction cost of the project is $55.8 million. The Prequalification Committee will evaluate the Statement of Qualifications using the criteria contained in the RFQ and prequalify those General Contractors and Subcontractors meeting a minimum RFQ criterion score. Following prequalification, the Town of Fairhaven will invite the prequalified respondents to submit General Bids and Filed Sub-Bids for the Fairhaven WPCF Upgrades Project. General Bidders must be DCAMM certified in “Sewage and Water Treatment Plants”. Filed Sub-Bidders must be DCAMM certified for the category of work for which they are submitting a bid.
The project consists of various upgrades to the WPCF to address upcoming nitrogen and effluent disinfection limits and replace aging infrastructure. Headworks upgrades to include new screens, wash presses and scum processing. Primary Treatment upgrades to include scum mixing and pumping as well as primary sludge pumping. Secondary Treatment upgrades to include additional aeration tanks, aeration diffusers, blowers, mixers, recycle pumps, return sludge pumps, clarifier baffles, alkalinity addition system and scum pumping. Tertiary Nitrogen Removal upgrades to include a new nitrogen removal building, denitrification filters, chemical feed systems, backwash pumps and blowers, and backwash return pumps. Effluent Disinfection upgrades to replace existing UV disinfection systems with new UV disinfection systems. Plant Water system upgrades to include new plant water pumps, strainers and yard hydrants. Solids Handling upgrades to include waste sludge pumping, storage tank rehabilitation, storage tank construction, and sludge thickening. Various upgrades to the Operations Building to improve office space, locker rooms and meeting spaces. Various upgrades to HVAC, fire protection, plumbing and electrical systems. Site work and underground utility work to support the various plant upgrades.
Construction is expected to begin in July 2023. The anticipated construction duration is 30 months from the Notice to Proceed. Filed sub-bid categories include: Masonry; Miscellaneous and Ornamental Iron; Waterproofing, Damp-proofing and Caulking; Roofing and Flashing; Metal Windows; Tile; Acoustical Tile; Resilient Floors; Painting; Fire Protection; Plumbing; Heating, Ventilation, and Air Conditioning; Electrical.

The successful respondent must be able to obtain bonding for the full construction cost. Disadvantage Business Enterprise (DBE) goals may be applicable on this project. The minimum goals for this project are 4.2% D/MBE participation and 4.5% D/WBE participation by certified DBE firms. Further public notice information regarding the specifics of this project and the prequalification evaluation criteria and selection process is included in the RFQ.
